History of TCCC

BACKGROUND

In 1989 the Co-ordinator of the Toowoomba Community Legal Service identified a need for an “access handover service” where access visits for non-residential parents and their child/ren could be arranged in a safe and neutral environment.

This changeover service operated from the Toowoomba Community Legal Service premises until the Access Centre was established as a separate organisation in 1994.  The Toowoomba Community Access Association became an incorporated body on 28.2.94 under the Associations Incorporation Act 1981.  The Association now operates the Centre under the trading name Toowoomba Children’s Contact Centre (TCCC).

The primary service provided by the Centre is the facilitation of changeovers and a place for supervised contact visits.  The TCCC’s focus is the care and safety of children, affording them the opportunity to maintain contact with both parents. The Department of Families, Housing, Community Services and Indigenous Affairs funded the TCCC on the 01/10/00.

The Centre operated from several locations over the years but was located at the East Creek Neighbourhood Centre in Kitchener Street from around 1994 until 2006 when the Centre moved to its own premises at 228 Ruthven Street. At this time the Centre increased its opening hours and is now open 7 days a week from 9.00am until 5.00pm.
